A contemporary news story is that of the 18-year-old who shot school kids and teachers in Robb Elementary school in Uvalde, Texas. The shooter killed 21 people including 2 teachers and 19 children and 17 other people were left wounded (BLEIBERG et al., 2022). This sad action happened on May 24th this year.

There have been very many changes that have happened both societal and legal related to children and youth that have changed how juvenile delinquency is viewed. For example, so much research is coming up to explain offenses by juveniles which make their punishment less severe. For example, according to Boisvert et al., (2012), children who offend are seen to have gone through child abuse and neglect factors that cause them to offend. Other researchers suggest that children who offend through violence have either gone through maltreatment when they were children, child abuse, or experienced domestic violence. In other words, juvenile offenders have suffered great levels of physical, emotional, and other traumas (Boisvert et al., 2012).
