A police diversion scheme is a police strategy that delivers an alternative to arrest and prosecution. The police have the discretion to make a determination if one is eligible for the pre-arrest diversion. According to Kopak, & Frost, (2017), low-level offenses constitute more than two-thirds of all arrests. With arrests and imprisonment of low lever offenses affecting an individual’s future and increasing chances of recidivism, pre-arrest diversion strategy works best in reducing recidivism and prison overpopulation. Pre-arrest diversion programs should be applicable for nonviolent misdemeanor offenses. For instance, disorderly conduct, petit theft, possession of alcohol by an underage person, trespass, possession of cannabis, and driving a vehicle while intoxicated. With the social stigma associated with a criminal record, the application of a re-arrest diversion program would help one avoid getting into the trap of a criminal record. Labeling theory argues that individuals can be described by the terms used to describe them. For instance, a criminal record for possession of petit theft can give a self-indent of a thief. This increases the likelihood of an individual getting into serious criminal activities. Through the pre-arrests diversion program, one gets the opportunity of their petite crime erased (Wilson, et al., 2018).
